Weder noch. Es ist besser, das zu sagen :
Form groups of five people and we'll meet in the woods.
( Mache Gruppen von 5 Personen, dann treffen wir im Wald ).
Go out into bedeutet, dass man von einem bestimmten Platz rausgeht.
Go into hat eine Bedeutung, bei der man schon draußen ist. In diesem Fall wollte man in den Wald gehen.

egal ob troop hier das richtige Wort ist, braucht es das of (about 5 people). Außerdem würde ich from anstelle von make wählen.
go out into the forest - geht hinaus/raus in den Wald (von drinnen kommend)
go into the forest - geht in den Wald (man ist schon draußen)
