Nein, das Mini nicht - zumindest nicht mit einem offiziellen Kernel. Siehe z.B. http://www.android-hilfe.de/zubehoer-fuer-samsung-galaxy-s4-mini/466851-otg-s4-mini.html

Mit einem Custom Kernel und custom Firmware geht es wohl.
