Können Elben Bärte haben?

Die Antwort von tactless ist zweifellos richtig; der Text des HdR läßt keinen Zweifel daran, daß Círdan einen Bart trug. Allerdings ist bei Tolkien nichts so einfach wie man hoffen könnte. Christopher Tolkien schreibt in Unfinished Tales
In a note written in December 1972 or later, and among the last writings of my father's on the subject of Middle-earth, there is a discussion of the Elvish strain in Men, as to its being observable in the beardlessness of those who were so descended (it was a characteristic of all Elves to be beardless); and it is here noted in connection with the princely house of Dol Amroth that "this line had a special Elvish strain, according to its own legends" (with a reference to the speeches between Legolas and Imrahil in The Return of the King V 9[…]).

At length they came to the Prince Imrahil, and Legolas looked at him and bowed low; for he saw that here indeed was one who had elven-blood in his veins. ‘Hail, lord!’ he said. ‘It is long since the people of Nimrodel left the woodlands of Lórien, and yet still one may see that not all sailed from Amroth’s haven west over water.’
Das alles impliziert wohl, daß Legolas Imrahil an seiner Bartlosigkeit als Mensch mit elbischen Vorfahren erkannt hat. Übrigens wird kein Elb außer Círdan jemals als bärtig beschrieben, auch nicht die mächtigen Könige wie Thingol oder Fingolfin.
Ich nehme einfach an, daß Círdan wegen seines extrem hohen Alters eine Ausnahme ist, und daß Elben generell bartlos sind.
Bärtigkeit wird bei Tolkien insgesamt nur selten erwähnt, für so gut wie alle Zwerge, Gandarf, Saruman und die Ents sowie die Starren (einer der drei Hobbit-Stämme). Außerdem haben der Vala Tulkas, Tom Bombadil, Húrin, Théoden und Ghân-buri-Ghân einen Bart. Besonders viel ist das nicht.
Wo gibt es denn eine körperliche Beschreibung von Ingwe zu lesen?
Der einzige Elb mit Bart ist Cirdan der Schiffbauer, der Herr der grauen Anfurten und Cirdan hat keine Kinder, an sonsten ist es ja gerade eines der Merkmale von Elb und Halbelb keinen Bart zu haben
Círdan z.B. hatte einen Bart. Denn es steht geschrieben:
"As they came to the gates Círdan the Shipwright came forth to greet them. Very tall he was, and his beard was long, and he was grey and old, save that his eyes were keen as stars; and he looked at them and bowed, and said 'All is now ready."
Ingwe hat auch kein Bart und Ingwe ist genauso in Cuiviennen erwacht wie Cirdan
