Suche Film aus den Ende 70er anfang 80er Jahren?

Guten Tag zusammen, leider weiß ich nicht mehr viel vom Film, aber ich hoffe ihr könnt mir trozdem helfen.

Folgendes ist mir noch bekannt:

1. Im Film schießen Menschen mit Blasrohre grüne schlangen.

2. Da sitzen Leute in einem Apartment, ein Sniper will dort jemand abschießen, jedoch sind durch die Scheiben die Personen versetzt sodass er die nicht trifft.

Der Filmtitel könnte irgendwas mit Dr.(Doktor) ... sein.

Ich hoffe es kann jemand etwas mit anfangen.
