Greend Card Lottery trotz abgelaufenen Reisepass?

Mein Reisepass ist schon vor einer Ewigkeit abgelaufen und wenn ich diesen frühestens Anfang nächster Woche beantrage, weiß ich nicht genau wie lange das in Österreich dauert bis ich ihn dann auch habe.

Die Green Card Lottery endet so viel ich weiß am 8. November und ich weiß wiederum nicht, ob..

man im Notfall auch einen abgelaufenen Reisepass angeben kann?
man zwingend einen gültigen Respass braucht?
ich den Reisepass vor dem 8. November bekomme, wenn ich ihn frühestens Anfang nächster Woche beantrage?

Nach der Aussage dieser Webseite, brauchst du gar kein Pass mehr bei der Teilnahme. Die Regel soll erst seit diesem Jahr gelten. Einen offiziellen Link habe ich nicht gefunden auf die Schnelle:

How to apply for the DV Lottery without a passport?

The answer to this question refers to the DV lottery for 2024, whose registration will open at the beginning of the last quarter of 2022 (early October to early November).

Applications are done online. Even though applications do not require passports now, they are still done on the official DV lottery by the Department of State website: https://dvprogram.state.gov/. There, you will have to answer questions and submit required documents.
