wie z.b ,I (catch) an eye infection by the time we got to america.

wie immer kommt es auf den Kontext an; gibt es in einzelnen, zusammenhanglosen Sätzen in Grammatikübungen oft mehrere Lösungsmöglichkeiten.
Die Wendung by the time wird häufig mit dem Future II verwendet, siehe:
Jack will have finished his homework by the time his mother gets home.
By the time I get home, my wife will have cooked dinner for both of us.

In deinem Satz ist im zweiten Satzteil das got (Past Simple) ja bereits vorgegeben. Deshalb braucht es im ersten Satzteil hier das Past Perfect.
