The statement "Curfew is not an instrument to control or ruin your fun, it's a matter of responsibility" is about how the curfew shows you how to be responsible for yourself and doesn't ruin your fun. I personally never experienced a curfew, but my parents say that for my own safety I should be home before 8 pm.
My personal opinion on the statement is that a curfew is something good from the age of 10 - 17, but if you're 18, you are an adult and can be responsible for yourself.
When you want to have fun but you don't do illegal things, then rules are not a matter of discussion.
All in all, the most important rules for young adults are that they can be outside at night for a long time, but not too long. You never know what's going to happen if you stay outside for too long.
Ther are also are bad friends that tell you to do illegal stuff, so a curfew is not a bad idea for young adults.
